Fixed the bug when the admin browses the solutions and the student uploads a solution during this, the admin did not see the new solution. Now works correctly.

Add actions to create message, and dismiss. Dispatch message actions, when post to server and get the response

Add Comment section to Applicant profile, create some action to handle the creation and get the notes by profile
